MUSSOLINI'S PLAN FOR LEAGUE
DISTRUST IN PARIS PARIS, December 7. The Italian proposals for reforming the League of Nations are regarded as being fraught with danger. Signor Mussolini is thought to be aiming to substitute for the League something like the FourPower Pact, a limited directorate of the larger powers to assume responsibility for the settlement of the political problems of Europe, in which the lesser powers would have practically no voice.
