■ » TEX YEAR TERM AT 31 PER CENT. (Received November 10, 11.15 p.m.) CANBERRA, November 10. The Commonwealth £ 10,000,000 loan will open next Thursday. The rate will be 3 J per cent, at 99, repayable in 1943. Half the loan will be used to retire Treasury bills, the other half for public works.
