CHINA'S FINANCIAL PROBLEMS
SCHEME FOR REHABILITATION (Received October 5, 8.1 p.m.) SHANGHAI, October 5. The Finance Minister, Mr T. W. Soong, after the arrival here of Dr. Rajchmann, the League of Nations adviser to the Chinese Government, announced the pending flotation of 100,000,000 dollars worth of customs treasury notes to rehabilitate China's finances. The plan is expected to receive the approval, ot the Central Political Council.
