The '-Daily Telegraph" says that M. Eamonn de Valera has negotiated a definite partnership with the Labour party, which is willing to support him on condition that he provides pensions for widows and orphans, unemployment relict, s house-building scheme, and workmen's compensation. The only obstacle to the complete fusion of Labour and Fianna Fail is the insistence of Mr W. Norton, the Labour leader, upon the setting up of an expert headquarters staff which would plan legislation for the Government. Mr Sean F. Lemass, Minister for Industry, resents this, as it would swallow up his department. Thirty-seven thousand people in Dublin alone are now being maintained by the civic relief funds, representing one in 11 of the 'whole population of thr.' city.
