Eden (Under-Secretary for Foreign Affairs) said that no discussions for a permanent treaty, as distinct from a trade agreement, were in progress at present between Great Britian and the Soviet. Whether they were likely to take place depended on various circumstances, including the Soviet attitude towards debts and claims.
