... * TRANSFER OF *15,000. RESCINDING NOTICE BY CU. TH ACKER. Cr. H. T. J. Thacker yesterday lodged notice of motion with the Town Clerk (Mr J. S. Neville) proposing that the decision of the Christchurch City Council on Tuesday night with regard to the transfer of £ 15,000 from the Electricity Department's account to the council's general account be rescinded. Cr. Thacker was not present at the meeting of the council on Tuesday night. The text of Cr. '['backer's notice of motion is:—

"That the resolution adopting the report of the by-laws, finance, and departmental committee on July 25, 1933, as amended, be rescinded, and that the estimates for the current year be referred back to the finance committee for adjustment." The amendment referred to was to the clause in the committee's report recommending the transfer of £ 15,000 from the Electricity Department account, and provided that in exchange the piece of land on which the refuse destructor stands should be transferred to the Electricity Department. The clause, as amended, was agreed to on the casting vote of the Mayor (Mr D. G. Sullivan. M.P.). Issue of Rate Notices Held Up. The lodging by Cr. Thacker of his notice of motion will have the effect of holding up all actoin on the resolution sought to be rescinded until the motion is disposed of. The most serious matter is that if the motion is not disposed of till the next ordinary meeting of the council, which is to be held on August 14, it will not be possible to issue the rate notices in time to ensure that the revenue will be received within the financial year. On a previous occasion, in 1930, when a similar position arose, the finance committee went ahead with the preparation of the rate notices and the notice of motion ultimately was withdrawn. On the present occasion, though some endeavours were made yesterday to induce Cr. Thacker to withdraw his notice of motion they were unsuccessful. Cr. Thacker told a representative of "The Press" yesI terday that a member of the council had promised to second his motion. ... In view of the complications that will arise if there is delay till August 14, before the motion is disposed of, it is understood that there is a possibility that a special meeting of the council will be held to consider the motion.
