FAILED TO APPEAR IN COURT. TORONTO, July 14. Mr Vincent Massey, former Canadian Minister at Washington, now chief organiser for the Liberal party, was fined 15 dollars for failing to appear in court to answer a charge of speeding in a motor-car. He was charged with driving at 60 miles an, hour.
