BOROUGH COUNCIL

♦ KATAPOI. The Kaiapoi Borough Council met last night. Present—The Mayor (the Rev. W. H. A. Vickery), Crs. C. M. Williams, J. Hirst, F. Thorne, J. W. Barnard, H. Rinaldi, E. Gray, J. D. Williams, and A. Linklater. The secretary of the Wairoa Harbour Board wrote forwarding a report of a conference of delegates of local rating authorities from the East Cape to Woodville, with reference to rating and payment of rates by the Crown, and asked that the council assist and cooperate by communicating with the local member of Parliament regarding the setting up of a parliamentary committee to meet delegates from the conference. The letter was received. The secretary of the Kaiapoi Workers' Educational Association classes wrote asking if the council would grant the use of a room in the municipal buildings on Friday evenings for holding meetings, as the room in the Borough Hall was unsuitable. It was decided to grant the use of the room on a weekly tenancy. Mr A. R. V. Day, Kairaki, wrote applying to lease section No. 19 at Kairaki in lieu of section No. 54, at present occupied by him. The application was granted. The Director of Forestry, Wellington, wrote advising that the allocation of free trees for afforestation to local bodies was from surplus stocks only, and that as the Forest Service this year had no surplus of the species commonly used in dune forestry, no suggestion could be made except that if the council thought it unwise to plant pinus ponderosa again the purchasing of tree stocks from private firms might be considered. The letter was received. The secretary of the Local Government Loans Board, Wellington, wrote with reference to the council's request for further consideration of its application for authority to divert the unexpended balance of the council's main road paving loan, £529 os6d. This had been dealt with at the meeting on June 27, when the board decided to refer the application back to the council for further consideration on the following points:—(l) The advisability of arranging with lenders to accept repayment of the unexpended loan money, thus involving a reduction in the interest payable on the loan. (2) The conversion of the loan, and with the concurrence of the lenders, the repayment of the unexpended loan money, conversion being arranged for the balance only then outstanding. If neither of the suggestions was acceptable to the council, that specifications for a higher type and more permanent class of work than that originally provided for be submitted, the standard of the work to be more in keeping with the unexpired term of the loan, viz., 17 years. The letter was received, and it was decided to write asking if arrangements could be made for a deputation to wait on the board. The financial statement showed:— Receipts since last meeting £386 2s 3d, debit bank balance £946 15s 2d, accounts passed for payment £5lB 0s 6d.

At a special meeting of the council it was resolved that the borough make and levy under the Municipal Corporations Act, the Rating Act and the River Boards Act a general rate of ljd in the £; a hospital and charitable rate of id in the £ on the capital value of all rateable property in the borough; a sanitary rate of 17s a pan a year; a River Trust general rate of 149-2500 d in the £; a special River Trust rate of 361-10,000 d in the £, and an annual recurring River Trust rate of 309-1000 d in the £ on the River Trust district within the borough of Kaiapoi.
