SALES TO RUSSIA.
♦ AMERICAN COTTON AND RAW MATERIALS. (Received July 3, 7 p.m.) WASHINGTON, July 2. High Federal Government officials to-night disclosed that the Reconstruction Finance Corporation has been negotiating With the Soviet Union for the purchase from America of large quantities of cot* ton, and possibly of other raw materials. A formal announcement of the move is expected shortly. The Reconstruction Finance Corporation announced to-night art arrangement for a series of loans to United States exporters to finance the sale of between 60.000 and 80,000 bales of cotton to Russia. The loans will be for one yeat at 5 per cent., guaranteed by the State Bank of Russia.
