TO THE EDITOR OP THE PRESS. Sir, The annual report (covering a wide range of subjects) of a committee was under consideration. The motion was, that the committee's report be adopted. A little later it was moved, as an amendment, that certain words de deleted from the report. The discussion on this was lingering on when someone moved the closure: "That the question be now put." This being carried, the chairman put the Question: "That the words proposed to be deleted stand part of the question." This was defeated, and so the words were deleted. What I wish to know is, what should happen next? The chairman ruled that the closure also applied to the original motion and so put it, not permitting further discussion on it. Others contended that the closure applied only to the amendment. There is no ruling given on the point in any book at my disposal.—Yours, etc., J E H Horrelville, July 1, 1933. TClause 81 of the standing orders of the Christchurch City Council states: H) It shall be competent for any member at the close of any speech on a question to which he has not spoken to move without debate that the question be now put, and the motion, if seconded, shall be put forthwith. (2) Should the motion be carried the motion or amendment under debate shall be at once put. If the motion is not carried, the debate continues.!
