CO-OPERATION IN TARIFF SPHERE. MR ROOSEVELT'S IDEAS. WARM SPRINGS (Georgia), Feb. 3. Mr Franklin D. Roosevelt (the President-elect), having fixed his policies and found men to execute them, on Friday night heads for the open seas to enjoy a last vacation before assuming office. A smashing attack on the tangled international situation will be the first move of the new President. He will hear the pleas of European debtors for relief separately, arid will demand, in return for aid, a definite assurance of their co-operation in. efforts for tariff reform and currency stabilisation. He is prepared to call an extra session of the new Congress if the present "lame duck" meeting fails to finish the job. Farm relief, the balancing of the Budget, severe economies, and Government reorganisation would be the goal of the extra session.
