MUTUAL NON-AGGRESSION. PROHIBITION OF PROPAGANDA. (VOTED PRESS ASSOCIATION" ~BV EI.ECTBIC TEtiEGUAi'II—COrVUIUIIT.) (■.Received November 27th, 7.20 p.m.; PARIS, Novembor 20. A .Franco-Russian pact of non-aggres-sion has been signed. It provides for: (1) No recourse to war, and .inviolability of territories, including tho .French colonics and protectorates. (2) Neutrality in the event of a third party's overt aggression. (3) Restriction of boycotting. It also prohibits Soviet news propaganda, and Russia lias given a further undertaking neither to promote nor to favour anti-French propaganda or agitation, Tho Pact; also prohibits tho Soviet from aiding revolutionary bodies operating from Russia or elsewhere against. Jndo-China, Syria, and North Africa.
The Pact is complementary to tho Russo-Cerniaii J'ttct of .1920, and it guarantees Russian neutrality in tho event of aggression against Franco or Germany. French comment deprecates any exaggeration of the effects of the Pact.
