IRISH FARMERS IN . DIFFICULTIES. DELEGATION TO OTTAWA RECALLED. (VKITED PRESS ASSOCIATIOX—BT BLBCTBIC TELEGRAPH—COPTBIOHT.) LONDON, August 9. The Dublin correspondent of "The Times" says: "It is understood that Dr. James Ryan's recall from Ottawa is duo to the necessity of his service in supervising measures for relieving the farmers, whose condition has gone from bad to worsoj owing to the British tariffs. They are faced with stark ruin. Trade is dead, and every day lessens the chance of a revival." Everybody recognises the folly of the struggle, and nobody lifts a finger to end it. Mr Adam Blood, speaking- at the Great Southern Railway meeting, ascribed the crisis in the Jree State railways to the tax on British coal, which alone suited the engines. He said the Government should relieve the situation. Sir Walter Nugent, presiding, said that unless other adverse conditiont were removed the railways mußt be closed or nationalised. Nationalisation would be disastrous to everybody.
