The North Manehurian floods are increasing in gravity. Railway trucks containing millions of dollars' worth of produce are completely submerged. It is estimated that the drowned number between 3000 and 30,000. Harbin "is entirely menaced. The Japanese military, authorities have declared a state of emergency, and are taking measures for saving life," feeding the refugees, and preventing an epidemic. . '
