REVOLT IN BRAZIL.
NEW ASPECT OP CAUSE. ANXIETY OVER THE -OTTAWA CONFERENCE. (VSItED PREBB ASSOCIATION— BY ELEOtttIC TELEGRAPH—COPYRIGHT.) (Received August 9th, 7 p.m.) NEW YORK, August 8. Tho Rio do Janeiro correspondent of the "New York Times" states that tho rebellion against tho Central Government which has been in sporadic progress for a month in the State of Sao Paulo, developed new aspects when it was revealed that the rebels are seeking recognition as belligerents by Foreign Powers. The newspaper "A Noite" declares that the move was initiated by the State of Rio Grande do Sul, part of the rebel territory, as a step towards ports and railways entente with the Argentine and Uruguay for international protection against the possible trade measures to be adopted at the Ottawa Conference. It is recalled that Argentina has long felt apprehension at tho possibility of tho loss of Britain's trade, and is at present seeking n new commercial treaty with Britain and also the United States.
