BOROUGH COUNCILS

RICCARTON. The Riccarton Borough Council met last oven There were present—Tlia Mayor (Mr H. S. S. Kyle, M.P.), Crs. C. G. McIvellar, T. Jr. Ford, S. B. Kershaw, W. Macliin, O. D. Fraßor, and H. W. Wise. Mr F. George, the council's representative on tho Domains Board, wrote stating that tho Board did not consider that the straighton ing and regrading of tho Riccarton main drain through South Park, suggested by the council, would have the desired effect of minimising the flood menace to the borough. The Board was ol the opinion that a larger culvert under Riccarton road would be more satisfactory, and suggested * that tho matter be taken up with the Drainage Board. It was decided to ask that a confercnco of the Borough Council, tho Domains Board, and the Drainage Board be held to go into the question on tho spot. Tho North Canterbury Hospital Board wrote advising that the increase in the levy against local authorities this year was due entirely to the enormous burden placed upon the Board by the unemployment position. Tho letter was received. The Works and Town Hall Committee recommended that in response to the request of a Riccarton ratepayer, the Vai'mairi County Council h® requested to erect » new street lamp on Clyde road, the Riccarton Borough Council agreeing to pay half the annual charges in connexion therewith; and that Cr. Kershaw, the town clerk, and the borough foreman inspect tlw* Clarence street drainage adjoining the railway property and report to next meeting if any improvement is possible within the current year's estimates. Od the suggestion of Cr. Kershaw it was decided to ask the Works Committee to investigate the possibility of making the Council's reserve in Mawson street into n children's playground. Cr. Kershaw said that grass seed would bo the only cost to tho council, and the playground would be au asset to the borough. On the motion of Cr. Macliin, Beconded by Cr. McKellar, it was decided to levy tho rates set out in tho public notice published on July 22nd. NEW BRIGHTON. The fortnightly meeting of the New Brighton Borough Council Mas held last evening, the Mayor (Mr E. A. M. Leaver) presiding. There were present.: Crs. J. S. Ainsworth, S. J. B. Bargrove, W. S. Bussoll, W. Hulrno, A. E. Lawry, T. K. Thomson, and W. Witkins. The request from tho Canterbury Progress League for a renewal of the Council's grant for the current year was granted, and it wns decided to forward the amount, £O. A lotter from tho Takapuna Borough Coun>cil was referred to the next meeting of tho Standing Committee. The letter stated that tho Takapuna Borough Council hud forwarded a protest to tho Prime Minister (tho lit. Hon. G. W. Forbes) concerning tho action of the Government in not availing itself of the provisions of the Now South Wales Interest Reduction Act, 19ul, in view of tho fact that the, Crown Law Office and the Audit Department insisted upon local bodies availing themselves of the roduction. The letter asked the New Brighton Council to forward its protest to the Prime Minister, if it was in agreement with the resolution of the Takapuna Borough. All application from Mr W. S. Bcniams (Joylnnd Pictures) for permission -to erect 11 hoarding at the corner of Nelson street and fcjeaview road was granted for one year. Mr IT. Gladstone Hill's application for permission to erect hoardings at several points was deferred until the next moeting of tho Standing Committee. The District Telegraph Engineer intimated that a roduction could not be granted in respect to the charge of 3d for the use of tho slot telephone in Seaview road. Accounts drawn on the following funds were passed for payment:—DiMrict fund account £1490 lis Od, Rawhiti Domain Board .SI 7 19s 6d. Authority was given the chairman o£ works (Cr. Ainsworth) to procure 100 yards of metal for Estuary road and 80 yards for the Esplanade between Bowhill road and Berry street. In moving an amendment that authority be not given: to procure so yards of metal for the Esplanade. the Mayor said that he hnd given his consent, fif chairman of the Finance Committee, to the purchase of 100 \ards of metal for Estuary road. The Toad had been scarified without the authority of the Council, and as the scarifying had been put. in hand it was imperative that the metal should be forthcoming. The amendment was lost. »On behalf of Cr. R. E. Holloway, the Mayor moved that a return showing the cost of works started, Sa course of construction, and

comploted to date during this financial year be prepared and furnished. The motion was agreed to. The chairman of reserves (Cr.' A. B. Lawry) reported that there was no suitable land for vegetable growing by the unemployed in any of the reserves in tjie borough, but some private owners had offered to lend sections for the purpose. SUMNER. The Sumner Borough Council met last evening', when there were present the Mayor (Mr W. H.' Nicholson), Crs. A. Holden, J. E. Tait, C. Hart, J. S. Barr, G. F. Alien, and D. F. Oldridge. The engineer (Mr G. E. Harper) reported that part of the footpath on the east side of Bay View road had received ft second coat of tar. "When' sufficient tar was available the rest of that footpath, together with that of Pratt street, would be finished. Tho Esplanade widening was being continued. Sand was being carted from between tho wall and the lierbing and dumped in the hollow on tho Sumner side of the effluent tank. The road from Heberden avenue to the path leading across at the swings was being re-gradod. The rubble wall was now lir.ished with the exception of the temporary openings left for cartage purposes. i Work on the Redolifls sea wall had been recommenced and could be undertaken, only between the tides.' Men were engaged in quarrying atone on the main road on the Christchurch side of the cuttings. The removal of the rock would also make sufficient room for a footpath to be constructed at some future date at the back of the electric light poles. The report was received.
