PROTECTION OF BRITISH TAXPAYERS. A SETTLEMENT DESIRED. (Received August 7th, 5.5 p.m.) LONDON, August 6. Emphasising that Mr Ramsay MacDonald did not refuse to negotiate with Mr de Valera unless the land annuities were paid first, Sir John Simon (Foreign Secretary), speaking at Barnsley, declared that Britain was bound, to attempt to protect the taxpayers' interests just as Mr de Valera claimed to protect the Irish taxpayers. Progress was possible either by means of arbitration or negotiation, with the parties continuing to impound taxes and collect duties meanwhile or reverting to the conditions before the laud annuities, pending a decision, were withheld. Whatever procedure was followed, the British Government earnestly desired a speedy settlement.
