NAZIS AND COMMUNISTS. FEAR OF CIVIL WAR. BERLIN, June 28. The rumblings of a political earthquake iii. Germany grow louder and moro insistent. All Germany is filled with' apprehension of what the strife of parties may yield. Not only liavo tlio Nazis thrown down a challenge to the Communists, but tlio new Central Government in Berlin has been defied by Governments of tlio South German States. Already, the Government of Bavaria has threatened to resist a decree of tho Reich Government which favours the Nazis. Tho clashes between the extremist parties, which have brought death and injury, to many in all parts of Germany during the past few weeks, have become intensified. Involved in the clasli_ of parties is tho ouestion of the continuance of the republican form of Government. Tho immediate dread is of a general civil war between tho Nazis and tho Communists. "It is now five minutes to 12," said a Nazi ultimatum issued last night. "If action is not taken at once, things must take tlioir own course." What the Nazis demand is a proclamation of a state of emergency throughout Germany, wliich would involve the proclamation of martial law, in order to suppress the alleged Communist movements in tho Southern States. They demand, also, tho right to wear their uniforms, and to march in them in the streets. Terrible Vengeance Threatened. "If wo are not given our rights," said He it Goebbels, one of the leaders of thd Nazis, in a Speech to 10,000 adherents, "we shall take them, And clear out this pest, the 'red' murderers. "Our leaders are every day receiving threats of assassination. If even a hair of one of them is touched, we Shall tdke a terrible vengeance." After meetings which lasted all day, the Munich correspondent of the "Daily Mail" reports, the Bavarian Government decided to refuse to_ comply with the Reich decree permitting tho Nazis to wear their. uniforms aim hold political demonstrations. "We are fighting nob only for our own liberties, but also for the liberties of the whole German people," the Government flecirtrns'.
