[hxchjsivb TO THJS' PEKSS.y [By The ' Metropolitan Commissioner | At the meeting; of the Executive, held on Thursday night, a number of important matters were discussed. Mr Marriner, organiser of the Canterbury Manufacturers' Association, attended and explained the proposed arrangements made in connexion with the annual shop window display of New Zealand made goods from April ,6th to the 16th. He asked that Scouts should assist by parading with signs recommending the purchase of New Zealand, made goods. In Engl&nd the Scouts took a prominent part in a similar display, and were publicly thanked in the House of Commons for their patriotic action. 'Hie Executive approved of the proposal, and a committee, of which Commissioner Furby is chairman, was appointed to make arrangements. -

A similar proposal relating to the All Nations. Fair was referred to the same committee. It was at one tune suggested that Scouts should assist by selling tickets. This, however, is not allowed by the P.0.R., and is nota suitable occupation for Scouts, as it involves handling money. 1f,,, however, Scouts can assist m other ways they will do'so. Perhaps the best way in which Scouts can be of service to the public when there are. Ukelv to be J crowds, is by organising traffic. In America Scouts are specially trained in this work, and the public are . accus-i tomed to see them directing long lines of motor traffic in a competent, busi-ness-like manner. , - Another public service in which officers belonging to the movement have been asked -to assist, is in connexion with the proposal to train the sons of, New Zealand soldiers at the Flock House training centre. Commissioner Crampton has been asked to become a member of this committee,> and has consented to do so. Finance. . The most important subject dealt with at the meeting was the" position of the metropolitan finance. Public subscriptions, on which we have hitherto depended, have fallen off, as. is tp be expected in these. times of depression, and though some profit has been made from the Scout shop, it is not enough to'maintain our finances in a strong position. In fact, had we not received a non-recurring revenue from the rally last year, we would not have been able to p£y our headquarters expenses, which, by the way, are smaller than any other metropolitan districts. At one tinie the Government contributed £IOOO a year to the movement. "Now that this has been withdrawn, wo must be self reliant. The executive therefore decided that a levy of • a shilling a head be necessary for next year. In connexion with this and the census, the opinion was expressed that a more efficient system of Scout registration should bo adopted in. the Dominion, as is done in Canada, - Australia, and America, and other countries. At present there is no definite evidence which determines whether a group is registered or not. T . The scheme which is proposed to be adopted is as follows: —A new year begins on September 30th, and all groups will require to be registered before they can De recognised as belonging to the movement or receive any warrants or badges. Census papers will be sent out in August, and should be returned by September 15th, together with tho amount of the metropolitan levy for the .group. When this is done, and riot before, the group will be registered. A recommendation has been sent to headquarters that registration cards should be printed for each year, as in Canada, and that each Scout who has paid his levy should thus be able to show that he belongs to the movement. Rover Wood Badge Course. A Wood Badge course for Rover Scouts will be held in Wellington, commencing on Thursday evening, March 24th, and continuing on to Easter Monday night. The camp fee is 12s Gd.
