BRITAIN'S NAVAL STRENGTH.
LORD JELLICOE'S FEARS. DANGEROUS DISARMAMENT. (USITED PIU-8S ASSOCIATION—BY JSLXCTBIC TELEGKAPE—COPTBtQHT.) (Received September 4th, 8.10 p.m.) TORONTO, September 3. Great Britain's cruiser and destroyer strength is becoming "totally inadequate," Earl, Jellicoe declared in au address to the NavyLeague of Canada. Ho gave warning that the security provided by the British Fleet had been sacrificed to the ideal -of disarmament. "Wo have set an example in disarmament which no other nation has followed," ho said. "We have not only dropped our Navy, but havo done nothing for our coast fortifications. _ This example may be la,udable, but it in- ' volves the greatest possible risks. We all hope the will-to-war has gone, but the will-to-fight lias not gone from this world—one need only look at such things as general strikes to understand that." i I I !
