In reference to advertising on railway property, lie said thjit prior to 1914 advertising had been let by tender, and he presumed had been a fair source of revenue, just after the outbreak of the war when it had become apparent that the Government must take all tlie revenue that it could get, it had taken oyer the advertising itself.
