TOBACCO IN FRANCE. (rRJTEO PBBSS ASSOCIATION —BY ELKCTBIC TELEOBAPH—COPIBIOHT.) (Received November 17th, 8 p.m.) PARIS, November 16. The National Smokers' Congress celebrated the 40Oth anniversary of the birth of Jean Nicot, who was the first to introduce tobacco into France, The Congress elected a Quet'n of Tobacco, whose qualifications wore that she liked cigarettes and could smoke a pipe. She sampled cigars in private.
