ESTUARY CONTROL.
—• A CONSERVANCY BOARD. t ( CONFERENCE TO BE CALLED. 'At to-night's meeting of the Sumner Borough Council, Cr. H. W. Harris intends to introduce the quastion of a Conservancy Board to control the Estuary, •- the Lyttelton Harbour Board having decided that it can assume no responsibility m the matter. The Board; if established, will control the wjiole of the Estuary and neighbourhood . and. improve it for boating and yachting. Further, Mr Harris intends to call a further meeting of the delegates trom tho Christchurch City Council, Heathcote County Council, iNew Brighton ilorough council, and Sumner j>orougn council, who originally waited upon the aarooui Hoard, asking il to take control. Speaking to a representative ol This fREBj yesterday, Mr Harris said that as tfte Harbour Boar<i had doclined to take the Estuary over, the only thing that remained was to set np a Conservancy Board. While it was not altogether udvisable that another Board should be set up, the Lstuary would remain as at present if nothing were done. It would not be an expensive Board to run, as one of the local bodies could take over the clerical duties. ...**■!> n Many vears ago, stated Mr _U. t* Owen, a Christchurch Rivers Conservancy Board was considered, and in 1024 a Bill was prepared to have it established. It was decided, however, not to proceed with it, as the. Christchurch Drainage Board had agreed to take charee of the rivers. The Drainage Board had done excellent work, particularly in the Avon, but its powers were limited to near the New Briphton Bridge and just beyond the Tanks, in tho Heathcote Added values would be placed on properties as the result of improving the Estuary, therefore there would bo little difficulty in having a special rating area declared.
