Talks which have been proceeding for six months between tho Moderates (Mr M. 11. Hayakar and Sir Tej Bahadur Sapru) and Gandhi and other prominent Congress leaders who are in in an endeavour to effect a settlem®*t of the political situation, have definitely failed, the Government "©fusing to accept terms of the compronißS. The Congress terms for calling e& the civil disobedience movement (1) Recognition of India's right, secede from the British Empir^(2) A complete National Government, including control of defence. (3) The right to refer to an independent tribunal _ such Bniisll claims and concessions, iatladisf the "so-called public debt India," as may seem unjust t*» India's people. It is emphasised, however, that «*• picketing of the liquor and cloth dwps and the manufacture of salt by 4h» people would continue. Other demands include the release ot all civil resisters, political prisoners, Mid tho remission of property confiscated under the Salt, Dress, and nue Acts, the remission of fines ana securities taken from convicted registers, political prisoners, and the repeal of all ordinances.
