MOVEMENT GROWING IN INDIA. LOYALISTS ASSIST POLICE. (UNITED PRKSS ASSOCIATION —BI ELECTEIC TELHQBAPH—COPYBIGnT.) DELHI, September 3. There was increasing evidence in many parts of the country of a revolt against the domination of the Indian National Congress and of support to the Government in combating civil disobedience. Even those who formerly supported the Congress arc now realising the folly of carrying on the campaign, which, in addition to ruining the country, is producing lawlessness and its inevitable result—anarchy. Recent bomb and shooting outrages created a wave of indignation, and support to the Government is gaining momentum. In the village of Khanpur in the United Provinces a crowd of angry loyalists rallied to the aid of the police when Congress volunteers attempted to rescue two of their number. The loyalists attacked the Congressmen and 30 were injured in the ensuing fight. DEFICITS IN BOMBAY. EFFECT OF CIVIL DISOBEDIENCE MOVEMENT. DELHI, September 3. The civil disobedience movement will result in a grave financial position in Bombay Presidency in the coming year, says an official communique, which points out that the Budget estimates for the current year, which contemplated a surplus of £7500, have been converted into a deficit of £837,500. In the northern section of the Presidency. where the civil disobedience movement against the payment of land revenue was first organised, the sum of £41,250 remains unpaid.
