Sir Geor'ge Schuster, Finance Member of the ment of India, said that if the present disturbances had not been started, Bombay at least would have been enjoying a boom this Rummer. The cotton mills, with the new protective duties, would have been prosperous and the Government, with ft low borrowing programme, would have encouraged confidence in national securities.
