"The Times" in an editorial says: "The speeches of Lord Beatty and Lord Jelliooe must increase our anxiety about our meagre allowance of cruisers, but they will not persuade the great bulk of responsible opinion that the elimination of competitive building between ourselves, the United States, and Japan was not such a great benefit that it justified the Government accepting tne Treaty. •'The debate in the House of Lords will have an excellent effect if it impresses the nation with the necessity for vigilance to ensure that our construction does not lag behind the Treaty standard. Mr A. V. Alexander's 1930 programme is unsatisfactory, especially as it will not be seriously begun till 1931."

CONSTRUCTION PLANS. (mmtish official wireless.) RUGBY, July 2. Replying to questions in the House of Commons to-day, Mr A. V. Alexander (First Lord of the Admiralty) said it had been decided to commence in this financial year three submarines of the 1929 programme and the new construction programme of 1930, details of which bad already been announced. The estimated total cost of these ships, inclusive of the cost of guns, torpedoes, and ammunition, was £10,540,000.
