ARRANGEMENTS FOR VOTING.

A poll to fill the vacancy on the City Council occasioned by the death of Or. P. W. Sharpe will be taken to-day over the whole Oity. Special interest attaches to the election, as the result may involve a change in the balance of p«>,wer on the Council. The candidates are:— S. T. Armstrong (Labour). 0, E. Jones (Citizens' Association). The method of voting la by striking out the name of the candidate the voter does not wish to vote for. The polling hours are from 9 a.m. to 7 p.m. ~ ■ . . All persons whose names appear on the roll are entitled to vote at to-day's election. There is an impression abroad that only ratepayers can vote, but that is not so. Those possessing the residential qualification, if their names ore on the roll, can exercise their vote. The Town Clerk (Mr J. B. Neville) has had a number of enquiries as to the issue of absent voters' ballot papers, but he had to inform enquirers that there is no provision in the Local Elections and Polls Act for absent voters recording their votes. It is possible for persons, not residents in the City, to vote at to-day's election if they are the duly authorised agents either of incorporated companies and co-partnerships, provided the names of the company or co-partnership is on the roll.

In the case of incorporated companies the person authorised to vote on its behalf must present at the polling booth bis authority to do so under the company's seal. In the case of a copartnership all that is required is an authority for an individual to exercise the vote on behalf of the co-partner-ship. • Voting tr Declaration. There is provision for a person whose name is not on the roll, and who possesses a qualification as a voter, to vote by declaration. The person desiring to vote by declaration must have lodged a claim for enrolment, and a mistake must have been made by the omission of his name from the roll, or by a misprint of his name. The 8011. » The printed roll contains the names of 53,469 voters, but 3330 names have been struck off owing to change of ownership and from other causes. The number entitled to vote is 50,139. Candidates Absent. Neither candidate will be in the City when the result of the poll is declared. Mr 0. E. Jones having been appointed Registrar of the Rotary Conference, prior to his nomination as a candidate, leaves by this evening's ferry steamer for Wellington, en route for Chateau Tongariro, where the conference opens on Thursday. Armstrong, M.P., left last night for Wellington to attend a meeting of the Parliamentary Committee dealing with the question of; workers' compensation, 'on which Mr Armstrong is the workers' representative. , .
