+ | KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council was held last night. Present: The Mayor (Rev. W. H. A. Victory), Crs. G. Greenwood, M. Ramsay, J. D. Williams, A. Linklater, H. Mcintosh, I. Thome, H. Binaldi, E. J. Pollard, and A. K. Brown. The Port and City League advised that a deputation would wait on the Council for the purpose of asking for a grant towards the coat of setting up the Direct Access Commission. It was decided to hear the deputation at the next meeting. The Town Clerk, Christchurch, wrote aaklng if the Council was agreeable to a renewal of the agreement relating to the allocation of heavy traffic fee*. it was decided to ask for a conference in the matter. On the recommendation of the Finance Committee,, it was decided that the coat of raising the loan for paving the main road and the interest for the first year be paid out of the loan. It was decided on the recommendation of the Baths Committee that the headmaster of the"school be informed that during the hours school children are using the baths a teacher must accompany them; also that the caretaker be instructed 'to report any accident to the Town Clerk. The Works Committee reported that the fire sump, North load (north), was now filled with water and a stop-cock was to be installed on the inlet pipe. The committee recommended that a man be engaged to assist with cleaning the big drains, and that the • Waimakariri River Trust be requested to remove the growth of broom and other weeds from the stop-banks at Aokeaton, Raven street, and Sidey quay. The report was adopted. lU'he financial statement showed: Receipts, £390 3s 7d; debit bank balance,, £IBOB 18s 3d; accounts for payment, £369 8s 7d. SUMNER. Sandford, and A. Holdsn. The Borough Engineer stated In his report that the quarrying of metal for the Clifton roads had been finished, and the metal carted to the crusher. The men were now engaged regrading and preparing the streets for the metal. The Lighting Engineer reported that gas manufactured since last meeting amounted to 116,600 cubic feet, as against 1,046,500 cubic feet for the corresponding month of last year. In all. 7.860,000 gallons of water were drawn from the combined well*. On December Ist the pipe-line from Woolston sprang a leak, and was replaced by two lengths of galvanised iron pipe. The fault appeared to be traceable to ctectrolyKis. The matter was under investigation, and a re port would be made at a later date. The Borough Engineer reported on the Scarborough outfall drain. He stated that the wooden fluming laid from the outlet three or four years ago proved a success until twelve monthß ago, when it became blacked with ?and. He had examined the creek recently, and had perceived no trace of objectionable sinell. He recommended the reconstruction of the flaming, with concrete pipes launched In concrete on another line, and the alteration of the outlet of the creek. the Engineer submitted a report on the cost of erecting a concrete retaining wall round Shag Rock corner to prevent the clay from falling on the footpath. It was decided to carry out the work. It was resolved to receive a deputation from the Port and City League on January 13tb. An application for permission to install a bowser pump in the township was declined. A complaint was received regarding wanaering stock, and it was stated that the council was taking steps to abate the nuisance. A letter signed by several people residing m the vicinity of the Scarborough tram terminus complained of the practice of leaving l eM on tha terminal loop.
