For the present he contents himself with rebuking a less affable archangel, Rainsav Mac Donald. It is barely possible, we admit, that Mr MncDouald will pay attention to what President Hoover said publicly than to what Senator Borah whispered in his ear. If one compares Mr Hoover's Armistice Day speech with the MacDonaM declaration, the two will be found in substantial agreement. The words of the two men vary slightly, but the object aimed at and tho means employed are almost identical.'' AN AMERICAN OPINION. NKW YORK. December IS. OFFICIAL COMMENT RESERVED. WASHINGTON, Dei-ember .14. The State Department met the British Whit". Paper with reserve. The Secretary of State, Mr 11. L. Stimson, refused to comment, but stated that ho had henrd no interpretation of the United States that under the Kellogg Pact it wag ready to abandon its policy concerning neutral rights at sea. Government circles generally regarded the Paper as addressed more to the British public than to the United States, seeing that k dealt with subjects to which the United States was not committed.
