CITY COUNCIL.

LAST NIGHT'S MEETING. The City Council met last evening. Those present were: The Mayor (Mr J. K. Archer), Crs. D. O. Sullivan, M.P., F. R. Cooke, T. H. Butterfleld, A. E. Armstrong, H. T. J. Thacker, A. I. Fraer, A. W. Beaven, J. A. i'lesher, K. Parlane, M. E. Lyons, E. R. McCombs. J. W. Beanland, J. Parlane, P. W. Sharpe, and E. H. Andrews. The financial statement gave the following particulars for the two weeks ended Sep ternber loth, 1U29: —General rate levied, £147,530 4s 44, collected £864 8s 4d, out standing £146,671 16s. Receipts sinoe the last statement amounted to £72,509 19s lOd. Accounts authorised for payment amounted to AaS.Oea 10s lid. The Mayor (Mr J. K. Archer) said that the Municipal Corporations Amendment Bill, winch provides tor a municipal insurance scheme, was referred to a special committee lo consider and report to the Finance Committee, but owing lo two members of the committee being away the committee had not yet met. The Mayor of Wellington had au interview wi.h Councillors beamand and Sharpe and the Town Clerk on Thursday last, and suggested that as llunedin had decided not to joiu iu the scheme that Clause 22 (4) relating to the lending of money to the Municipal Association, if required, should be altered as under: —Auckland .£35,000, Weiliugton £36,000, Christchurch £30,000. Formerly the amount for Christchurch v.as .120,000, and Auckland and Wellington £30,000. Abattoirs And Reserves. The Abattoirs and Reserves Committee reported:— The City Engineer has submitted for the o imittee's approval alternative plans of a pavilion to be erected in Richmond Domain. The estimated cost of the building in accordance with these plans is £3OO, but the Engineer reports that by a slight amendment, which will not affect the structural appearance of the building, this amount can be reduced to £250. The amount placed on tbs estimates for this purpose is, however, only £l5O, and this, together with the sum Of £SO which the Shirley Cricket Club has offered to provide, will not be sufficient to neet the estimated coat. As the committee is of opinion that a building in keeping with the Domain cannot be built for less than £350, and lp view of the faot that the Cricket Olub has made • contribution towards the cost, the committee asks for authority to Invite tenders for the erection of a pavilion costing £260, the balanoe of the money required to be found by the Reserves Contingency Fund. It mar be pointed out that the sum of £BOO is provided on the estimates tor material tor the Beckenham Park pavilion, the labour to be found by the Beokenhaia Cricket Club. The total of this will be considerably more than it Is proposed to spend in Richmond Domain.

The Town Planning Committee has approved of the proposed building, and the committee haa therefore granted the application. An application has been received to install one 500 gallon oil storage tank in the front block of th* Majestic Theatre buildings, and one 500 gallon oil storage tank under the stage at the back. The Inspector of Dangerous Goods report. that the tanks are to be placed in tha basement, surrounded by two feet oi ■Md and concrete and brick walls, and are for fuel oil only. No. 24 Oxford terrace has applied for permiMion to erect two petrol tanks and p u mp s each wUa a capacity of 500 gallons, at his parage as above. The Inspector of Dangerous Goods reports that there is »mP le room for the erec tion of these tanks and pumps. The committee has therefore granted the application subject to the usual conditions. At the request of the committee, the City Engineer submitted a report on the cost of covering certain street channels m the business area of the City where provision had not been made for this work to be done in the roading loans. The Engineer's report gives an estimated cost of £2889 for this work. The committee recommends that certain streets within the area be done each year, and that the Works Committee be instructed first to give attention to Cashel street from Colombo sreet to Oxford terrace; other portions to be done in the order of argency. An application has been received from the Beckenham-Fisherton Burgesses' Association in connexion with the establishment of a lib' rary in the district. The Association write* that they have been making enquiries regarding the nse of a temporary building, and have been offered one for the payment of 9s weekly. The Association wishes to know if the Council will in addition to subsidising subscriptions, agree to pay this rental until such time as a grant for the erection of a building is made. The committee has replied stating that it is prepared to pay an additional subsidy equal to half the rent, until the end of the present financial year. After that date the matter will be further considered. The report was adopted. Town Planning, Housing, sad Health Ceaunlttees. An application has been received for permission to erect a concrete store 66ft by 33ft, to be used for the storage of lubricating oil, in rear of a block of wooden buildings situated at 65 Hereford street, opposite the Police Station. As lubricating oils are classed as dangerous goods under the Dangerous Goods Act, and as the committee is of uhe opinion that this area is not suitable for the storage of dangerous goods, it is recommended that the permit applied for be not issued. An application has been received for permission to erect a block of one-storeyed shops on ihe south-east corner of Aldwin's road and Canal Reserve. The elevation submitted with the plan provides for shops of good appearance, and as two of the street corners at this Intersection are already occupied by shops, the oommittee reoommends that the requisite permit be issued. Mr F. L. Home ha« applied for permission to erect a shop on a property situated in Colombo street, Sydenham, near Strickland street. The shop in respect of which the application is made will have • frontage of 13 feet, ancf would be used in connexion with a plumber's business. As the committee is of the opinion that a shop with such a small frontage in «n outlying area is not in accordance with the principles of town planning, and in view of the fact that the land upon which the shop would be erected is required to be kept clear in order to provide air space required by virtue of the Municipal Corporations Act in respeot to the adjoining buildings.

The report was adopted. Water Supply and Works. The Water Supply and Works Committee reported: At present 110 men are engaged on relief works, the position of the various works in hand being as follows: Walt ham road—Concreting has been completed from Moorhouse avenue to the railway, and on the east side from the railway to Mowbray street. Excavation has jiow been started on the west side from the railway southwards. Wilson's road, Sdenbridge street, and Selwyn street—Kerbing, grading, and metalling have been completed in these streets. Cambridge terrace—Kerbing, channelling, widening, and metalling are being carried out between Madras and Manchester streets. Balustrade Wall—The foundation concrete for this work has been laid for a length of 280 feet, and the first seven piers, together with 'the connecting walls, have been raised to three feet above water level. , Boulevard—Kerbing, channelling, and metalling have been completed on the north bank to Medway afreet, and channelling is now in hand in front of Armstrong's property. The report was adopted. Tenders. J. E. Watson and Oo.'s (Dutiedin) tender of £BB6 for a road roller for bitumen workwas accepted, that being the lowest of eight. The engine is of EngMeh manufacture. The tender of Cord Motors, Ltd., for the supply of three 25-80 cwt petrol truckß was accepted, the net price being £750. There were thirteen tenders.
