Council Vacancy. At last night's meeting of the Lyttelton Borough Council, Cr. W. W. Toy forwarded his resignation owing to pressure of private business. In his letter, Cr. Toy thanked the Mayor, Councillors, and staff for their courtesy to him during his term as Councillor. Cr. Sutton moved that the resignation be received with regret, and that the Council send a letter of appreciation of Cr. Toy's services, to the borough. While at times they euold not air agree with Cr. Toy, yet all recognised and admired his outspokenness. The motion was seconded by Cr. Miller, wfco said he was sorry that Cr. Toy could not continue on the Council. Crs. W. T. Lester, W. D. Gower, and A. McDonald spoke in support of the remarks of the two previous speakers. Cr. W. Wales moved as an amendment that the Council ask - Cr. Toy to reconsider his resignation. He said'he was of opinion that pressure of private business was pot the sole reason for. the resignation. '(sr. McDonald seconded the motion, which was supported by Cr. Matthews. Cr. Lester ssked what was the matter with Cr. Toy. The last three speakers were hinting that the cause of Cr. Toy's resignation was not what Cr. Toy had stated in his letter, but was owing to the working of the Council. If there was anything wrong, the Councillors should know what it was. The Mayor said he was sorry that any Councillor should find it necessary to resign. Cr. Toy had given good service to the borough, but he had given, his reason for his resignation, and they must accept that reason. The amendment was lost and the motion was carried. Cr. Lester was elected chairman of the Finance Committee in place of Cr. Toy. Sorongh Council. The Lyttelton • Borough Council met last evening. Present: The Mayor (Mr W. T. Foster), Crs. F. F. Sutton, W. T. Lester, W. Wales, M. J. Miller, L. G. Matthews, W. D. Gower, and A. McDonald. A letter was received from the Westport Borough Council conveying the thanks of that body for .the sympathy expressed by the Lyttelton Council in the damage . caused by the recent. earthquake.. Similar letters were - received from the Buller County Council and the Takaka Town Board, The St. John Ambulance Association wrote stating that as the Council gives an annual donation to the funds of the Centre, the committee had decided to refill the Council's first-aid kit free of charge. Dr. D. E. Hansen, Principal and Returning Officer for the Christchureh Technical College, wrote stating that *the local bodies' representative, Mr McGregor Wright, would retire automatically from the Board of Governors, but was eligible for re-election., The Council was invited to nominate a candidate, and a representative to attend the election should such be necessary. It was decided to support the candidature of Mr McGregor Wright and- the Mayor was appointed to attend the election. The Canterbury Progress League wrote asking for a renewal of the Council's subscription to the League. On the motion of Cr. Miller, seconded by Cr. Sutton, it was decided to subscribe £ls for the ensuing year. Mrs V. G. Ramon wrote asking that the Council erect a stone wall to protect the entrance: to her properties in Ticehurst road, and offering to pay part of the cost. The engineer reported that the estimate was £2OO. The application v.as referred to the Works Committee.

Mr P, E. Sutton, secretary of the Lyttelton Business Men's Association, wrote in regard to the proposed "block-lighting" scheme. The Association proposed that instead o£ the Council collecting £3 in advance for three years for each 100 watt lamp, that the sum of £2 for two years be collected, when the Council could reconsider farther charge*. Cr. McDonald said he had interviewed So shopkeepers. Thirty-one had agreed to pay £3 for three years in advanee. while' of the remainder, eight would pay £2 for two years, and 16 would pay ft for one year. After discussion it was decided that all | shopkeepers be called upon to pay £2 for i two years in advance in respect of each 100 watt lamp required. Miss Jean T. O'Connor wrote asking for a definite statement of the Council's intentions regarding the provision of certain facilities which were necessary if purchasers of sections in the fourth subdivision at Diamond Harbour were to build their houses. The Council's circular in connexion with the sale provided for "three good motor roads," but the writer stated that as yet there- \v3p not even one such road. Other difficulties which faced the auctioneer were electricity supply, drainage, transport of building material, and the entire absence of water supply. The water supply had been touched upon frequently by the auctioneer his remarks preceding the sale, but nothing of the kind was in evidence. The letter was referred to the Estates Com mittee. , Miss M. Cook, secretary of the Diamond Harbour Ladies Golf Clnb. wrote mnveying the request of the club that the Council should erect a temporary bridge over the gully on the new road leading to the new subdivision and to the golf links. At the present time in wet weather the gully was almost impas«able for ladies owing to the water and clav. Mr W. C. Cleary, secretary of the Diamond Harbour Golf Club, wrote asking that something should be done to improve the new road leading on to the club's property. The road was in so bad a state that three people had had bad falls, doing extensive damage to their clothes, vhile another ladv had hart the experience of being actually bogg-d, and had to be hauled out by others.
