OFFICIALS AT HARBIN ARRESTED.
PROPAGANDA IN CHINA.

SHANGHAI, July 11.
The Harbin offices of the Soviet Mercantile Fleet, of the Far Eastern Trading Organisation, and also the Naphtha Syndicate, were closed and sealed yesterday by the Chinese authorities, according to reports which reached here to-day, and 20 important Soviet officials have been arrested. It is intended to deport them to Russia, together with a further 40 Soviet railway employees and trade union officials. It is reported on fairly reliable authority that General Lu Yun-ghuan, Director-General of the Chinese Eastern Eailway, presented a Note to the Soviet directors of the same railway, demanding the cessation of Soviet propaganda by the Soviet's representatives employed on that railway. The Chinese also took control of telegraph services. There is reported to be great excitement at Peking, and the authorities are anxiously awaiting developments. — Australian Press Association, United Service.
