COUNTY COUNCILS

PAPARUA. At the monthly meeting of the Paparua County Council Mr James Leslie presided. Mr R. Fairbairn wrote thanking the Council for its prompt action in connexion with the abatement of a nuisance. The Inspector of Police, Christchurch, wrote stating that the Council s complaint regarding the spotd of a party of motor-cyclists who have been making a practice of driving their motor-cycles at a dangerous speed aiong the Main South road on Sundays, was receiving attention. It was reported that these cyclists had travelled the concrete road at a speed estimated at between 70 and 80 miles an hour at a time in the afternoon when the Sunday Schools were being dismissed. The Canterbury Automobile Association wrote asking that three water-races on the road leading from Rolleston to Aylesbury be piped, and offering financial assistance. In view of the fact that the travelling public will wish to get on to the concrete road at Rolleston, and so come into Christchurch by the Main South road, the Council favoured the piping of these races, and the clerk was instructed to report on the approximate cost of the work The works manager of the N.Z. Refrigerating Co. wrote asking for a street light to be placed on the Main South road at its, junction with the road leading to Islington township. Thi* matter was considered in connexion with the whole question of lights in the Hornby village held over from the previous meeting. The committee set up to inspect this area reported that six additional lights were required, distributed as follows: Two between Holmes's corner and the Southbridge railway line, one on the corner of Shand's road and Amyes road, two on the Main South road between Still's store and Ranfurly street, one at the junction of Factory road and the Hei Hei Settlement road, as "well as the one on the Main South road near the British Pavements plant. It was decided to write to the Power Board pointing out that representations had been made to the Council concerning the high cost of current in the Board's area. Councillors mentioned that there was a strong feeling abroad in favour of ceding from the Power Board. The local representatives were asked to bring the above matters before the Board, together with the heavy cost of street lamps. The question of renewing a storm-water culvert at Tai Tapu was referred to Messrs T. O. Morgan and G. Maginness with power to act.

Mr Geo. T. Robertson wrote stating that a meeting of the Colonel Brett Memorial Committee had been held at Kirwee. when several suggestions as to the form that the memorial should take were discussed, and a site was provisionally selected. Mr Stevens wrote asking that a ditch near his place should be cleaned. The clerk reported that the work had been done. The Springs County Council wrote concerning the accumulations of storm water on the Boundary road. It was decided to ask that a joint report by Messrs Neale end Maginness be presented to the Council. The water-race foreman reported that there was one flood in the river during the month, necessitating team worak for several days. The course of the river had not altered, and itß condition at the number two intake is improving. A good supply was, at present, available. The clerk's report dealt with the heavy rain which fell during the month, causing vast accumulations of water on many of the county roads, as well as on many of the farms. He also reported on the water-races on the Pound road, Yaldhurst, and suggested that side bridges be put over three races, and that the fourth be piped the full width of the road. It was decided to adopt the clerk's suggestions. It was also reported that the rate demands had been posted during the month, after having been held up at the request of the solicitor to the Waimakariri River Trust. A debit note for £689 had been sent to the Main Highways Board for work done during the past quarter. The paysheet for the day included the sum of £503 14s Id, being two monthly payments to the Hospital Board.

KAIKOURA. At the monthly meeting of the Kaikoura County Council Mr James Boyd presided. The Electrical Engineer reported that the revenue for June was £153 16s Bd, and the expenditure £l2l 4s. Regarding a writ from the solicitors for J. Garrett, in connexion with a compensation claim, it was decided to forward a copy of the letter to the county solicitor, and to await the action of the State Insurance Office, It was decided that the maximum amount of petrol to be stored on any one section in the town area be limited to one thousand gallons, and the flat rate of £2 per annum be charged to stores and bowsers storing over five cases. Regarding the access road to N. J. Percy's run the Minister for Lands advised that the estimate was £738, and recommended application to the Public Works Department for a grant. _ The Lands Department advised that "thirds" amounting to £45 5s 5d had been placed to the credit of the Council. A. Stewart was granted permisison to use a traction-engine for carting firewood on paying Is per cord and undertaking to repair all damage to roads. It was decided to vote £25 to the Earthquake Relief Fund. The chairman read a list of work 3 undertaken and to be done, and advised councillors to ro slow. Owners effected forwarded objections to the petition lodged at last meeting by Mr Waller asking ior the removal of gates from the road. The Council decided to take no action in the matter. Balance-sheets for two years were received untagged* from the Audit Office, «nd v*ere ordered to be printed. In accordance with notice of motion, the following rates were moved by the chairman and carried: —A general rate of Ed An Ashley River Trust administrative rate of o-32d, and the Ashley traffic bridge loan rate of l-32d. Tenders were opened for shingling contracts, and that of Xeimaa Bros, accepted at 5s od for the Lobum-Whiteroclc highway, and that of K. C. W right at 4s 7d for the lower primary highway to Ashley street. A petition from Mr R. J. Hughey and others interested, was presented to" the Council asking for a footbridge at Henry's ford. It was decided to inspect the locality and have the cost estimated for nest meeting. The clerk reported that through the vet weather the motor mail van had not been able to pass up the new mail route and shingle was diverted from ilr yeiman's contract to improve the road.
