FRENCH CRISIS.

There Is every appearance of a happy termination of the Cabinet Crisis, in M. Poincarfi leading a new Ministry of National TJniofl. According to political observers President DouhiefgUe, after a conference with leaders, which continued all day, is convinced of this, and others, including M. Paul Boncour, are sanguine. M. Boncour stresses the importance of a continuation of the present fol-eigii policy, especially in view of the Big Six's Geneva conversations. The Bourse closed Strongly. Stocks which were weakened by the crisis recovered quickly. Eighty members of the Radical Socialists held a conference on the possibility df rescinding the fatal resolution, but adjbiirned till to-hiorrow night without having reached a decision. "Ld hemps'' declares that the Cabinet crisis waS due tb the action of an irresponsible <ihib in a furtive night Session. v ''ii'OeuVre*' plainly asserts that the vote Jit the Radical Congress, asking Radical members of Cabinet to resign, was obtained by fraud. The negotiations for the appointment of a committee of experts on reparations are held up, and it is unlikely that its members Will be named before December. It is expected that a c(lnference will be opened in Paris and will meet later in Berlin, the work continuing until the spring.
The Municipal Council passed a resolution by 44 votes to nolle affirming that it is in the national interests that Mi Polncarfi should reconstitute the Government,—; Australian Press Association.
