RECEIVES DECORATION.
(BRITISH OmCUL WIBBLB83.) RUGBY, November 4. Brigadier-General Sir William Horwood, who is shortly retiring from the post of Chief Commissioner of the Metropolitan Police, has been appointed a Knight of the Grand Cross of the Civil Division of the Order of the British Empire. He is being succeeded by Lord Byng of Vimy.
