(AUBTBALIAX AND N.Z. CABLE ASSOCIATION.' LONDON, December 31. Sir Robert Baden-Powell, in a let* ter to a London conference, stated that a census return of the Boy Scout movement just completed showed that Boy Scouts in the British Empire numbered 5,520,000, an increase, or 61,000 compared with the previoul year.
