PEACE PYRAMID.
GERMAN'S APPEAL TO BRITAIN. URGED TO TAKE THE LEAD. (BY CABLK—PKEBS ASSOCIATIOH—COPtBIOHT.) (Stdmxt "Suit" Service.) LONDON, November 6. I>r. Emil Ludwig, the German publicist, in an article published in the "Observer," entitled "Armistice Week Thoughts," appeals to Great Britain to lead in the construction of a peace pyramid, based on a triangle resting in London, Paris, and Berlin. He urges that the security of the Rhine by mutual control, the closer international friendship of workers, and the cessation of colonial competition, would compel the formation thereof, the Locano Pact being merely an outline of the plan. If Great Britain had assumed an earlier responsibility in Europe it would have prevented the war.
He condemns the folly of Germans in imagining that the British Empire is na obstacle to security, and in desiring its downfall, or believing that it already has commenced.
Germans, ho says, ought to support the Empire because it is a factor for peace. He denies that Germans, except the Nationalists, want colonies. The others believe that with the coming emancipation of the coloured races the possession of colonies would be like buying tickets to see the fifth act.
GERMAN FINANCE CRITICISED. ("the times.") (Received November 7th, 7.55 p.m.) LONDON, November 7. "The Times" in a leader says: "Mr Parker Gilbert's memorandum is a formidable indictment of German finance. Germany has pursued a policy of reckless extravagance since 1924, and its economic effect is visible in the rising costs of production and living and increased prices. The result has largely nullified the benefits expected to accrue from the nationalisation of German industry. "Really effective control of public expenditure, whether financed at Home or from abroad, is needed to ensure genuine economy. If Germany wishes to convince the world of her_ goodwill regarding the treaty obligations, she must make a drastic change in her financial policy."
