The Government, in publishing M> Parker-Gilbert's memorandum, refutes the criticism that uncontrolled expenditure endangered Germany's eoonomto life and the ]>awes scheme. Germany; was aiming at developing her productiveness in order to improve the standard of living ami fulfil her reparation obligations. The economic improvement since the stabilisation of the mark proved tha reasonable utilisation of foreign loaju-, but foreigners ought to ndmifc mora German imports if Germany we*e t» he allowed to carry out her intentions without interference. The high extraordinary expenditure was already ended.

The memorandum adds that the increase in the officials' salaries does not involve extra, taxation. There wou'd be no expenditure under the Education scheme, until 1930.

[Some time ago Mr Tarker-Gilbcrt, Agent-General for Reparations, addressed a memorandum to the Gorman Government warning it ngainst legis : lation and a loan policy which woiild interfere with payments under the Dawes Plan. The memorandum was not published, Dr. Kohler saying that there was no need. It was pointed out that Germany, in the coming year, must pay an indemnity of £125,000,. 000, of which Britain was entitled to approximately £27,500,000. , Britain, therefore, had a direct interest in insisting that tho Dawes payments should not be jeopardised by large scale borrowing, in conjunction with rising public expenditure. Yet Garmany was immediately increasing the salaries of civil servants to-a total of £25,000,000 a year, and proposed to • increase education expenditure by £20,000,000, and to use £30,000,000 for compensating German colonials who, suL'ered through tho war.] .
