BOROUGH COUNCILS.

KAIAPOI. The fortnightly meeting of llio Kainpoi Borough Council was hold last night. Present: Mr J. W. Barnard, Deputy-Mayor (In tho chair), Crs. R. J. Dunn, J. Hirst, F. Thornc, W. A. Young, 0. E. Gillctt, and W. H. Stark. Tho County Clerk, Eyre County Council, wroto suggesting that tho conforenco between the' County nnd Borough Councils in regard to tho road deviation through the public cemetery, and tho inolusion In the borough of a portion of tho county, bo hold after the harvest season. Tho letter was received. Mr F. Kllis forwarded specifications of a dwelling to be erected at Kairakl for the Council's approval. Tho specifications were approved. It wns rosolvod that the lease of aoction 28 at tho Pines to Mr W. G. Clark be duly signed nnd tho borough seal attached. Tho District Electrical Englnoer, Public Works Depnrtmont, advised that tho installation of tho Cam road sub-station would bt completed at tho end of tho month, and theroforo tho borough would bo chargod on the maximum domnnd basis from March Ist. A draft agreement was being forwarded for approval and signature. Tho letter was received, nnd reforrcd to the Electric Light Committee with a recommendation that the committee arrango an oxtonslon of the old rate until April Ist. Mr G. W. Ashley wrote applying for a rebato of half rates on the section owned by him In Akaroa streot. The application waa granted. Mr H. 0. Wilton wrote applying for a refund on rates on a section owned by him in Cam road, a dwelling previously on tho property having been destroyed by firo over twelve months ago. Tho letter wns received, nnd a rebate of halt, rates was made. MV W. W. Francis (New Plymouth) wrote forwarding copios of his song "New Zealand is Loyal," and suggested that It be sung by a united choir on the occasion of tho coming visit of tho Duke nnd Duchess of York. The letter was received. Mr W. H. Harris, assistant engineer of the Waimakariri River Trust, attended tho mooting and explained the scheme adopted by the Trust for tho vicinity of tho borough. It provided for embankments both on the north and south sides of the north branch of tho river, to its confluonco with the Cam. V The financial statement showed a debit balanco of £flo7 lis lOd.
