Herriot's failure to form a Cabinet was due to the inability of the members of the' intended Cabinet to agree as regards a financial policy. After informing President Doumergue of his inability to form a Cabinet, M. Herriot failed in the formation of a Cabinet because, although his programme omitted objectionable Socialist proposals, such as a capital levy, he could not persuade prominent Moderates that the colour of his financial polioy was more significant than the oolour of his reputation. Therefore, although it was announced at midnight on Saturday that M. Herriot's projected Ministry was almost completed, the Moderates rebelled beoause they were not given control of the Cabinet} M. Briand can now turn to the Right for support with an easy conscience without dissident from the Radicals and Socialists, who realised it is impossible for their parties at present to form a Cabinet.
