1 PLEBISCITE DEMANDED IN GERMANY. (BT CABLE—PRESS ASSOCIATION —COPYRIGHT.) (AUSTRALIAN AND N.Z CABLE ASSOCIATION.) BERLIN, April 26. Over 12,000,000 voters demanded a plebiscite to decide whether the entire property of ex-vulers should be confiscated without compensation. The Government is therefore compelled, constitutionally, to submit a Bill to the Reichstag. It does so with heavy heart, however, declaring in a proclamation that confiscation without compensation is opposed to the principles of justice. It is expected the Government will do its utmost to effect a compromise.
