WHEREAS by resolution dated the 15th day of March, 1926, the Christchurch City Council defined the Qoundariei of a Special Rating Area to be known by a distinctive name, viz.: "Richmond Recreation Ground Special Ratine Area," the boundariea whereof are set forth in advertisements appearing in "The Press" newspaper of the 17th day of March, 1926, and are shown on the map thereof deposited for inspection at the Municipal Office in Manchester street, Christchurch. AND WHEREAS the Christchurch City Council desires to obtain the consent of the ratepayers of that part of the City of Christchurch contained in the said Richmond Recreation Ground Special Rating Area to the raising of a Special Loan of Fifteen Thousand Five Hundred Pounds (£15,500). NOW, THEREFORE, IT IS HEREBY PUBLICLY NOTIFIED as follows: (a) The particular purpose for which the loan is required ia for the purchase of land and buildings as follows: Houses and Sections on London street, Richmond,- and there Numbered SO, 52, 66. 58, 62, 68, and 74. Houses and Sections on Cumberland street, Richmond, and there Numbered 81, S3, 37, 39, 43, and 45, together with the site of the old Richmond School and Playground, being part of Rural Section Numbered 41 (excluding the land occupied by the Swimming Bath) for use as. a pleasure ground and for the laying out the whole area and the equipment of a children's playground thereon, the demolition or removal of all or any of the houses erected thereon, and all incidental expenses, Including any compensation which may be payable in connexion with the proposal. (b) The sum proposed to be borrowed for such purpose is Fifteen Thousand and Five Hundred Founds (£15,500). (e) The proposed security for such proposed loan and for providing interest and sinking fund in respect thereof is a special rate of one penny and thlrteen-one hundred and twenty-fifths of a penny (1.18/125ths. d.) in the pound upon the rateable value (being the unimproved value) of all rateable property comprised within the said Richmond Recreation Ground Special Rating Area. (d) The said loan- shall have a currency t>f thirty-sis and a halt years, and shall bear interest in the meantime at a rata . not exceeding Six Pounds per centum' per annum, payable half-yearly, and the provision' for repayment it that the whole loan shall at the end of its period be repayable by mesna of the sinking i fund. (e) It is not proposed to pay out of the loan the cost of raising the loan nor the preliminary expenses, other than the purchasing and other expenses to be incurred in connexion with the scheme for -which the loan is proposed to 1 be'raised, nor the interest or sinking fund for the first year.
