A PROPOSAL DEFEATED. (gr CABU—PRESS ASSOCIATION—COPTBIOHT.) (beuteb's teliobams.) LONDON, April 23. There was a lively discussion at the Scottish Trado Union Congress at Inverness on a motion submitted by the Glasgow Trades Council suggesting the formation of a Workers' Defence Corps for the purpose of facing organised hooliganism at Labour meetings. One speaker said the resolution would put into the hands of the employers arguments and reasons why they should Employ gunmen against the workers, leading to anarchy in its worst form. A member of the General Council said that if they introduced a defence corps or an army of skull-crackers it would mean chaos on both sides. The proposer of the motion said that the day had passed when their speakers could expect protection from tho police. Tho motion was defeated by a large majority.
