WAR DEBTS.
FUNDING NEGOTIATIONS. (BY CABLE—PHE3S ASSOCIATION—COPYRIGHT.) (MUTES' 3 TELE(JftAi£B.) WASHINGTON, April 22. Negotiations for funding the French War Debt will probably be taken up formally by the Debt Commission tomorrow, according to Mr Mellon, Secretary to the Treasury, who announced to-day that an understanding had virtually been reached over the question, after a conference with tho Ambassador, M. Berenger. The Italian debt arrangement was ratified by the House, and approved by the Senate, but has not been sent to the President for signature pending a move to have it reconsidered by the Senate. AGREEMENT REACHED. (Eeccived April 23rd, 7.5 p.m.) PAEIS, April 22. Official continuation is given to the report that M. Berenger and Mr Mellon have virtually agreed to the principle of the American Debt Settlement formula, for submission to the War Debt Commission, providing that payment should be spread over 62 years, tho annual payments for the first five yearß to be small, after which they will gradually increase. It is provided that, in the event of a drop in the German reparation payments, the French capacity to pay shall be re-estimated.
