Campbell, M.P.: , "That this conference request the Prime Minister and the Minister for ( Pnblic Works to go into the question l of upkeep of roads, and see whethor, 3 in fairneßS to the county ratepayer, a much larger proportion of the cost ) could be collected from the owners of 1 all motor-vehicles than is done now." ~\ The general opinion was that motor- I ists should pay on the basis of the ex- J tent to which they used the roads, by ' means of a petrol or tyre tax.
