The "Daily Mail's" Berlin correspondent discloses tho contents of a confidential memorandum on German ■ secret armaments, drawn up by Dr. Quiddo on behalf of Peace Societies for submission to tho Keichstag. It reveals that the ''Steel Helrnents" organisation, a vast movement, embracing the whole of Germany, and financed by industrialists, has a definite plan for mobilisation in the event of war, and is splendidly trained to work in conjunction with the army. Its arms includo light and heavy artillery, mine throwers, and machine guns. The organisation possesses extensive recruiting machinery. Dr. Quiddo urges the strongest Government repression.
