"To the ratepayers 'of Fendalton Riding in Waimairi County,— As I am not circularising the ratepayers in the "above riding, I am'making this appeal to those who may feel that thej can give me their support at the .election on Thursday next, April 22ud. I have been the representative for this riding on the Waimairi County Council for six years, the last two of which I have been chairman. I was also chairman of the Tawera County Council for twelve years. If you feel that I have at least tried to do the :ight thing by the ratepayers and have helped to create cleaner administration, then I hope I shall have your support on Thursday. If elected, I shall be in favour of ha\-ino; our main roads put down with a permanent surface.; but only when a scheme has been worked out by which it can be done without any overburdening with heavy rates. If it can be so arranged, the secondary roads will have a surface sealed with bitumen, until ultimately all roads in the County will have a permanent surface. The method of circularising the ratepayers privately does not appeal to me, as many promises are made which in all probability have not the least chance of being fulfilled. J.
