U.S. NOT TO PARTICIPATE. (BT CABLETPBESS ASSOCIATION—COPTBIGHT.) (IBCTia'S TELIOBAMS.) WASHINGTON, April 19. Formal notice that the United States will not participate in the "World Court Conference at Geneva on September Ist, has been sent by the American Legation in Berne, for delivery to the League of Nations. [Although the United States decided to enter the Permanent Court of International Justice, it qualified its adherence by a number of reservations, and the League of Nations proposed a conference to discuss these reservations.]
