II7HBREAS by resolution dated the 15th W~ day of March, 1928, the Christchurch City Council defined the Boundaries of a Special" Rating Area to be known by a distinctive name, vis.: "Richmond Recreation Ground Special Rating Area," the boundaries whereof art set forth in advertisements appearlng-in "The Press" newspaper of the 17th day of March, 1826, and are shown on the map thereof deposited for inspection at the '. AND WHEREAS the Ohnstchurcb City Council desires to: obtain tha consent of the ratepayer! of that part of .the City of Christchurch ' contained Jin the said Richmond Reraising of a Special Loan of Fifteen Thousand Five Hundred Pounds (£15,500). (b) The'sura proposed to be borrowed for such "purpose is Fifteen Thousand and Five Hundred Pounds (£15,500). (e) The proposed security for such proposed loan and for providing interest and sinking fund in respect thereof is a special rate of one penny and thirteen-one hundred and twenty-fifths of a penny (1.13/125ths. d.) in the pound upon the rateable value (being the unimproved value) of all rateable property comprised within the said Richmond Recreation Ground Special Rating Area. (d) The said loan shall have a'currency of thirty-six and a half years, and shall bear interest in the meantime at a rate not exceeding Six Pounds per centum per annum, payable half-yearly, and the provision' for repayment is that the whole loan shall at the end of its period be repayable by means of the sinking fund. \ (e) It is not proposed to pay out of the loan the cost of raising the loan nor the preliminary expenses, other .than the purchasing and other expenses to be incurred in connexion with the scheme for which the loan ia proposed to be raised, nor the interest or sinking fund for the first year. ■ J.
